Licences are not adoption
Most organisations disappointed by Microsoft 365 Copilot have not bought the wrong thing. They have switched it on over an unprepared tenant. Copilot surfaces whatever a user already has permission to open, so years of over-permissive SharePoint sites and open-by-default Teams files become visible on day one, and the first thing leadership hears about is an oversharing incident.
The permissions and sensitivity work comes first for exactly that reason. Purview labelling, site access review and DLP policy are not a compliance tax bolted on afterwards — they are what makes the rollout safe enough to widen.
Then the part that drives usage
Adoption fails when Copilot is announced rather than taught. We run a small pilot against named, measurable use cases, record how long those tasks took before, and expand only into the departments where the numbers moved — which also gives you the evidence to defend the licence spend at renewal.
